In pratica sembra che il tuo PC esca sulla rete esterna tramite un proxy (l server che fa da tramite tra il tuo PC e la rete esterna) chiamato proxy.regione.piemonte.it

Su questo proxy un software chiamato SmartFilter l'ha classificata come "disgustosa" e quindi la blocca.

Visto che piemonte.it e' un proxy pubblico, posso pensare che tu sia a lavoro o comunque in un luogo pubblico e che filtrino i contenuti.
